Many people start a property agent career in Singapore by booking a course first and checking the rules later. That's an expensive way to find out you don't qualify. The property agent requirements in Singapore are set by the Council for Estate Agencies (CEA), and they cover more than age and exams. This guide walks you through every requirement in plain English, shows what applies to your situation, and explains what changes in 2027. Rules and fees can change, so check cea.gov.sg before you pay for anything.
Property Agent Requirements in Singapore: The 60-Second Checklist
To register as a property agent, you must be at least 21, have four GCE O-Level passes or an equivalent, pass the real estate salesperson (RES) exam, and meet CEA's fit and proper test. You also register through one licensed estate agency. There's no degree rule. Here's the full list:
- At least 21 years old
- Four GCE O-Level passes, or an accepted equivalent
- A pass in the RES exam, or an accepted equivalent qualification
- Registration through one licensed estate agency
- A clean record under CEA's fit and proper test
- Professional indemnity insurance and up-to-date MediSave payments
Age and Education: Do You Need O-Levels or a Degree?
You don't need a degree. CEA asks for four GCE O-Level passes or an equivalent, and you must be at least 21. You can combine O-Level results from up to two sittings. If you don't have four passes, CEA accepts two other routes, explained below.
Route 1: the WPLN assessment. The Workplace Literacy and Numeracy (WPLN) assessment is developed by the British Council. CEA accepts WPLN Level 5 or above in all five parts: reading, listening, speaking, writing and numeracy. One weak part isn't enough.
Route 2: CEA's qualification check. If you have overseas or private qualifications, email your certificates, transcripts and CEA's Educational Qualification Assessment form to CEA. It takes about 15 working days once your documents are complete. An accepted qualification stays valid for three years. CEA doesn't accept certificates certified by a notary public.
Can PRs and Foreigners Become Property Agents in Singapore?
Often, yes. CEA's criteria don't list citizenship as a requirement. But PRs and foreigners may need extra proof, so the path can take longer. A PR with under 10 years of status needs more documents. A foreigner needs a licensed agency to ask CEA for a preliminary check first.
- PR for under 10 years: CEA may ask for a Certificate of No Criminal Conviction from your home country, dated within three months of your application. Or you can show proof of 10 years or more of residence, such as local school records, tax statements or past work passes.
- Foreigner: Your agency sends CEA your documents, such as an employment contract and work pass. If you don't have a work pass, the agency can use the Ministry of Manpower's self-assessment tool to see which pass you'd likely get. CEA says its check takes two to three weeks.
You still need the RES course and exam either way.
The Fit and Proper Test: What Can Block Your Application
CEA checks that you're "fit and proper" before it registers you. A conviction for fraud or dishonesty, a money laundering offence, or being an undischarged bankrupt would normally count against you.
CEA says these normally count against you, unless it decides otherwise:
- A conviction for an offence involving dishonesty or fraud
- A civil judgment that found fraud, dishonesty or breach of fiduciary duty
- A conviction for money laundering, proliferation financing or terrorism financing
- Any offence under the Estate Agents Act
- Being an undischarged bankrupt, or having an arrangement with your creditors
You must declare every past conviction, in any court and any country, including military courts. CEA can also weigh other facts. If your case isn't clear, ask CEA before you pay for a course.
5 Requirements Many Guides Forget to Mention
Beyond age, education and the exam, CEA sets five more conditions that often get missed. They are one agency at a time, insurance, MediSave, no moneylender link, and no key executive role elsewhere. Missing any of them can delay or stop your CEA registration.
- One agency only. You can't register with more than one estate agency at a time. Your agency submits the application for you.
- Insurance. You need professional indemnity insurance valid for at least one year from your registration start date.
- MediSave. Under CPF's self-employed rules, you must keep your MediSave contributions up to date, either paid in full or on an active GIRO plan. CEA only processes your application once you are.
- No moneylender link. You can't hold a moneylender's licence, or be an employee, director or partner of a licensed moneylender.
- No key executive role elsewhere. If you're a Key Executive Officer of another estate agency, you must resign from that role first.
RES Course and Exam: What CEA Requires Before You Register
You must finish the RES course with a CEA-approved provider, then pass both RES exam papers. Your course certificate is valid for two years, with no extension. CEA also warns that it can't give every applicant an exam seat, so plan your timing before you pay for the real estate agent course.
NTUC LearningHub runs the exam for CEA. For costs, timing and the step-by-step path, read our guide on how to become a real estate agent in Singapore.
Who Can Skip the RES Exam?
Some people don't need the full course and exam. CEA lists certain NUS real estate degrees, some polytechnic property diplomas, and people who passed all three RICS General Practice exams on or before 1 March 2023. Some of these only skip Paper 1 and must still sit Paper 2. RICS membership alone doesn't count. Check CEA's list for your exact qualification.
New in 2027: The 3-Year Registration and 3-Deal Rule
From 1 January 2027, CEA is moving agents to three-year registrations. If CEA approves a new application received after 30 September 2026, your registration runs until 31 December 2029. Agents must also meet a new Currency Requirement to renew. That's an extra requirement to plan for.
Currency Requirement: CEA announced in July 2026 that agents must complete at least three transactions in each three-year period, or pass a refresher exam, to renew.
Yearly training: The annual CPD rule stays at 16 hours a year.
Fees: CEA lists the application fee at $60, paid once every three years, and the registration fee at $280, charged each year. Your agency pays CEA, so ask what it charges you.
Which Requirements Apply to Your Situation?
Your path depends on your background. Use the table below to find your situation and the extra step it needs. If more than one row fits you, do those steps first, before you pay for the RES course or book an exam seat.
| Your situation | What CEA asks for | Your next step |
|---|---|---|
| No four O-Levels | WPLN Level 5 in all five parts, or CEA's check of your qualifications | Book the WPLN or email CEA first |
| Overseas or private qualification | Certificates, transcripts and the assessment form | Send them to CEA and wait about 15 working days |
| PR for under 10 years | Certificate of No Criminal Conviction, or proof of 10 years of residence | Gather documents early |
| Foreigner | A preliminary check by CEA, through your agency | Talk to an agency before the course |
| Returning agent, away up to 2 years | The same CPD hours as if you never left | Check your hours on CEA's portal |
| Returning agent, away over 2 years | Retake the RES course and exam | Plan for the course and exam |
| Past conviction or bankruptcy | A fit and proper assessment | Declare it and ask CEA early |
Meet the Requirements? Choose a Team That Trains You
Meeting the requirements only gets you registered. It doesn't teach you how to win clients. Before you join a real estate team, ask what real estate mentorship and training you'll get in your first six months.
The same requirements apply if you want to be a part-time property agent in Singapore. The best property agency to join isn't always the biggest name. Fendy Lee Group (FLG) is part of Huttons Asia and the Rex Tan Division. Our guide to real estate agent training in Singapore shows what good training looks like.
Your Next Step Before You Pay for a Course
Check the property agent requirements in Singapore against your own situation first. Age, education, residency, your record, MediSave and insurance all matter. Sort out any gaps with CEA, then pick a team that will train you. If you're thinking about a move to join Huttons Asia, talk to the Fendy Lee Group team.
FAQs
1. What are the minimum property agent requirements in Singapore?
You must be at least 21, have four GCE O-Level passes or an equivalent, pass the RES exam, meet CEA's fit and proper test, and register through one licensed estate agency. You also need insurance and up-to-date MediSave payments. There's no degree requirement.
2. Do I need a degree to become a property agent?
No. CEA's registration criteria list no degree requirement. You need four GCE O-Level passes or an accepted equivalent, then the RES course and exam. People with some real estate degrees or diplomas can skip all or part of the exam.
3. Can I become a property agent without O-Levels?
Yes. CEA accepts Level 5 or above in all five parts of the WPLN assessment instead. It can also assess your overseas or private qualifications, which takes about 15 working days. You still need to pass the RES exam.
4. Can a PR or a foreigner become a property agent?
CEA doesn't list citizenship as a requirement. PRs with under 10 years of status may need a Certificate of No Criminal Conviction or proof of residence. Foreigners need their agency to ask CEA for a preliminary check, plus work pass details.
5. Can I register with a criminal record or bankruptcy?
It depends. CEA must find you fit and proper, and an undischarged bankrupt or a conviction for fraud or dishonesty normally counts against you. You must declare all past convictions. CEA looks at each case, so ask before you pay for a course.
6. Is there a maximum age to become a property agent?
CEA's criteria set a minimum age of 21 and list no maximum age. You still need to meet every other requirement, including the RES exam and the fit and proper test.
